Treasuries: design and boundaries.

A design reference for policy-controlled funds. Direct public treasury transactions remain gated in the inspected executor.

The intended model

Treasury policy separates a pool of funds from the authority to spend them. A complete implementation must bind signer authority, limits, proposal/approval rules, and settlement to deterministic state.

Current transaction boundary

All five direct treasury transaction variants are rejected by the inspected executor. A treasury type, system-policy module, or illustration should not be presented as an available create-and-spend integration.

Governance, reserve allocation, and reference multisig contracts are distinct concepts with their own gates. Verify the concrete supported path rather than substituting one for a direct treasury transaction.
