Validate the issuance and effect of a cascade revocation.

descendant_did_chain is the already-resolved lineage chain for the claimed descendant (from LineageSection.human_root_chain — ordered from the descendant's immediate parent up to the terminal root). When the descendant DID is the revocation subject itself, the chain may be empty.

For Single revocations the chain is unused (no descendants are implicated by the record itself).
