Source declarations, signatures and documentation for rules.

This reference follows declared source modules, retains conditional attributes, and includes public declarations and implementation methods. Private-module re-exports and trait resolution require the compiler; this is a source reference, not a claim that every listed item is a root import. Function bodies and constant values are omitted.

rules::balance_drain

Reference rules.

These rules are reference implementations and test fixtures, not production rule sets. Production rule sets are loaded from content-addressed registry entries via Agent 03's RegisterContractCode surface and supplied to the validator-agent runtime at epoch start.

Each module here documents one rule pattern and exists to:

  1. Anchor the trait surface against a concrete implementation.
  2. Provide a known-good fixture for RuleSet integration tests.
  3. Demonstrate the snapshot-view-only state-access pattern.

Adding a new reference rule does not ship that rule to validators; it only ships a Rust implementation that the runtime could choose to instantiate. The on-chain registry is the source of truth for which rules are actually live.
